Social Dialogue for the Pension Reform

Abstract
The purposes of the paper are to analyze social dialogue for pension reform in other countries and to suggest how to carry out social dialogue successfully for pension reform. In order to develop the paper, I analyze UK and Italy. There are five perspectives for analysis of social dialogue in four countries as a framework. Which are trustworthy and open information about pension reform, role of the Pension Commission, consistency in carrying out social dialogue, participation of diverse stake-holders, and active gathering the opinions of the public and public relations. As a result of the analysis, there is no tradition of social dialogue for pension reform in Korea and, generally, government or politicians used to lead pension reform without enough social dialogue. That is, the information about pension reform is open to the public somewhat late. And only parts of the opinions of the Pension Commission used to accept. There is rarely attempt to gather the opinions of the public and to do public relations. In order to carry out social dialogue successfully, we need that the information about pension reform should be open early and trustworthy. Also we let the Pension Commission be independent more. Furthermore, it is important for diverse stake-holders to take part in social dialogue too. And government should gather the public opinions actively and explain and persuade the thoughts to the public sincerely.
